US moves to get $700B bank rescue effort started

WASHINGTON - With the world's financial markets on a stomach-churning ride, the Bush administration is scrambling to get a $700 billion rescue effort for the U.S. banking system up and running. And Europe's central banks began to take unified actions Monday aimed at easing the credit crisis.

The coordinated efforts by European and U.S. authorities to prop up the banking system brought a measure of relief to markets. European markets opened strongly Monday following Asia's lead in response to the widespread government initiatives.

The Bush administration, meanwhile, faced a daunting task as it moves to put together what will be one of the world's largest asset management firms while rethinking how the program should operate.

Neel Kashkari, an assistant Treasury secretary running the program on an interim basis, planned to give a progress report Monday.

In Europe, the Bank of England, the European Central Bank and the Swiss National Bank jointly announced they would work together to provide unlimited short-term funds to make money available to ease the credit freeze. The Bank of Japan said it was considering a similar move.

"The government cannot just leave people on their own to be buffeted about," said British Prime Minister Gordon Brown.

To assist the European banks, the U.S. Federal Reserve said it was taking actions to assure enough U.S. dollar funds were available to meet demand.

The British central bank was making available $63 billion to the three largest British banks to bolster their balance sheets.

The government move will leave British taxpayers owning as much 47 percent of the Royal Bank of Scotland Group PLC, and 43 percent of Loyds TSB Group PLC and HBOS PLC, two British banks in the process of merging. A third bank, Barclays PLC said it would not seek government help as it boosts its capital by $11.4 billion.

"The hope is that today will mark a watershed, with vast measures of government reassurance finally rekindling some confidence in the shattered banking sector," said Keith Bowman, an analysts at Hargreaves Landsdown Stockbrokers in London.

Treasury Secretary Henry Paulson said during weekend meetings with global financial powers that his department was working around the clock to carry out the plan. His comments were meant to convince investors that the world's largest economy is moving quickly to get lending restarted and avert what could be a deep and painful global recession.

Those dire concerns sent markets around the world reeling last week, giving the Dow Jones industrial average it worst week on record. Since peaking a year ago, the Dow is now down 40.3 percent. U.S. stocks have lost $8.4 trillion in value over the past year.

Throughout the weekend, the administration worked to restore confidence, using the annual meetings of the 185-nation International Monetary Fund and World Bank to send a message that global finance officials will do what it takes to resolve the crisis.

The Group of Seven major industrial countries issued a five-point action plan that pledged to do everything from preventing major banks from failing to unfreezing credit markets.

President Bush met with G-7 finance officials at the White House on Saturday morning and later traveled to the IMF to meet with the Group of 20, which includes rich countries as well as major developing nations such as China, Brazil, India and Mexico. He stressed the need for cooperation.

In Paris, the 15 nations in Europe's single-currency zone agreed Sunday to steps including temporarily guaranteeing bank refinancings.

The Bush administration over the past six weeks has taken over the nation's two biggest mortgage finance firms, Fannie Mae and Freddie Mac, rescued American International Group, the world's biggest insurance company, and won congressional approval of a $700 billion rescue package for the entire financial system.

As the bailout bill rushed through Congress, Paulson stressed that the major aim was to buy bad assets, primarily mortgage-backed securities, from financial institutions. The hope was that taking those bad loans off the books would encourage banks to return to more normal lending operations and unclog credit flows — the economy's lifeblood.

Paulson said Friday that the government also would use some of the money to buy stakes in banks. The goal is to give banks the resources to resume lending at more normal levels.

That about-face has left the administration trying to decide how much to devote to buying bad assets and how much to use for stock purchases.

Lawmakers who pushed to include the stock purchase program in the rescue bill over initial administration objections say the stock purchases can start much faster than the effort to buy bad assets and help restore market confidence sooner.

Sen. Charles Schumer of New York, chairman of the Joint Economic Committee, said Sunday that he hoped the administration would announce as soon as Monday that the stock purchases were being launched.

"We're beginning a downward spiral, not just in finance ... but in the whole economy. We need quick action," Schumer said on ABC's "This Week."

Schumer and other Democrats lined up behind House Speaker Nancy Pelosi's plan to bring lawmakers back to Washington after the Nov. 4 election to work on a second economic relief plan of up to $150 billion. It would extend jobless benefits, increase food stamp funding and finance government construction projects. source

This allowed Sasuke to learn the Chidori from Kakashi because Sasuke had the
same type of nature manipulation as Sasuke. It also explains why Naruto couldn’t
learn the Chidori, so he learned the Rasengan from Jiraiya instead. The second
method is to take a paper test. The paper will tell you what your dominant element
is by channeling a small amount of chakra in it. When your nature manipulation
element is wind, it’l be cut in 2; when it is lightning, the paper will crumble;
when it is fire it’ll burn; when it is water, it’ll get wet; and when it is
earth, it turns to dust. Naruto found out his element was wind. Nature manipulation
takes a great deal of time to learn, maybe even years! In Naruto Shippuuden,
Naruto was able to speed up the time though because he could learn what his
kage bunshin was learning. Once nature manipulation is Mastered the jutsu maker
usually tries to incorporate it into his jutsu. There are Elemental Weaknesses
though. Lets say a Fire jutsu goes against a water jutsu. In common sense the
Water jutsu would win. The only chance the fire jutsu could win is if the fire
jutsu was at a way higher level then the water jutsu.

why Kakashi was able to Destroy Kakuzas Earth jutsu because of elemental weakness.
A person usually has to master 2 elements of Nature manipulation to become a
Average jounin. There are special versions of the jounins though. Some people
like the Sannins, Orochimaru and Jiraiya can use all 5 elements. It takes a
Bloodline limit in order to mix elements and create a totally different element.
Overall though most people have 1 dominant element. For Sasuke that would be
lightning, for Naruto that would be wind, for Itachi that would be fire. This
also explains why Sasuke had trouble learning the Fireball Technique when he
was a kid.

Some facts about the Black sea and the aiya

The custom of menarikam, according to which a man should marry his maternal uncle's daughter, is in force. Girls are married before puberty, and a Brahman officiates at the wedding rites, during which the bride and bridegroom wear silver sacred threads, which are subsequently converted into rings.

Kapu (Telugu కాపు) The word Kapu or Kaapu in Telugu means protector and refers to a community or social grouping found primarily in the southern Indian state of Andhra Pradesh. They speak Telugu and are primarily an agrarian community. They are also referred by their Caste title 'Naidu' [1]. Naidu means 'leader'.

Kapu community is also found in Tamil Nadu, Karnataka, Orissa, Kerala, Maharashtra and Chattisgarh. They constitute about 25% percent of the population of Andhra Pradesh, making them the single largest community in the state.

Black sea is the sea between the continents, sea between Europe and Asia. It connects the Atlantic ocean via Mediterranean and the Azov sea coast. According to the supposition, thousands years ago instead of the Black sea, here was a huge lake with a blue water. With a Global warming the level of World's Ocean increased and one day this level reached the pass Bosphorus and salted water went into the lake...
Black sea is 2.211 m. by depth. Most of resorts in Crimea are situated on its coast between Sevastopol and Alushta. Most of the beaches are pebbled, sometimes rocky. Sandy beaches are situated on the Western coast of Crimea.

"Seira" is written with the kanji characters for "star" and "silk gauze." The ra character can also mean "net."

Seira is introduced as the future princess of the Indian Ocean, the successor who will follow in Sara's place. However, there's just one tiny problem... Seira hasn't been born yet. Despite not yet being born, however, Seira is on some level already a self-aware entity, and she appears to Lucia as a spirit that takes the form of a young mermaid.

Seira's story begins when Lucia hears a child's voice in her dreams, calling for help. Following the source of these mysterious pleas, Lucia dreams that she journeys to the ruins of the Indian Ocean kingdom. There she meets the ghost of Sara, surrounded by tiny spheres of light. Sara explains what the mysterious lights are:

The life breath of the Indian Ocean is forming into spheres of light. These are all gathering together... These spheres of light are called "fragments of the heart." They are necessary for Seira to be born, not just as a mermaid, but as a woman. Love, and friendship, and the power of belief are being gathered into the heart of this girl.

Unfortunately, the extraordinary energy of Seira's "fragments of the heart" are coveted by another: a villainous creature named Michel. He attacks the yet-unborn Seira, stealing the fragments of her heart. Now Lucia must pursue Michel and fight to reclaim the fragments of Seira's heart. Lucia carries the Orange Pearl with her everywhere. When she finds another fragment of Seira's heart, it is absorbed inside the Orange Pearl, and Seira learns how to feel an emotion like love, friendship, or belief in another.

During most of the second story arc, Seira seems to exist inside of the Orange Pearl. She can appear before Lucia as an insubstantial spirit, usually to offer encouragement when Lucia is feeling down. When Seira is first introduced in chapter 21, she comes across as somewhat of a brat - and she is, even taking into account her age. For example, she taunts Lucia for crying about Kaito. However, as the manga progresses, and as Seira learns more about love and friendship, she matures greatly. Seira may still be just a little girl, but she comes to understand Lucia's feelings on a profound level. Eventually, Seira becomes Lucia's staunchest supporter.

A Ray of Hope
In chapter 28 of the manga, Seira's spirit-form is absorbed into Michel. Within Michel's heart, Seira tastes profound sadness and loneliness for the first time. And yet, buried beneath Michel's rage and hatred, Seira discovers something else - a "crying voice," as she describes it.

SEIRA: I can feel your sadness... I can hear a voice inside of you, crying out to be saved from this sadness! I can hear a tiny voice crying out, a voice that still believes in this world!
MICHEL: That is only your OWN cry that you hear, and nothing more!

Still, Seira refuses to give up. She begs Lucia and Kaito to "save" Michel, and continually pleads with Michel to realize that he is not alone. Finally, however, the climatic moment arrives. Seira confesses that she cares about Michel, and Michel, in turn, realizes that - unbelievably - there is somebody who loves him.

But the battle isn't over. Fuku-chan follows Seira and the mermaid princesses down to Earth, and, overwhelming Michel's will, uses the angelic being as a puppet who attempts to hunt down and destroy the princesses and their allies. Even when confronted with an evil, soul-less Michel, however, Seira's heart aches for him. "Michel really truly is a nice person, just like Michal!" Seira tells Lucia. Seira wants nothing more than to save Michel from Fuku; and with Lucia's help, ultimately, the strength of Seira's love for the forlorn angel is enough to do so.
It is telling that when his moment of salvation comes, Michel's final words of farewell are to Seira, and to Seira only. "Believe that we will meet again someday..." Seira weeps tears of mixed joy and grief as Michel leaves her.
Seira ultimately proves herself a profoundly kind, gentle, yet strong person. Her experiences sharing Lucia's emotions, and then Michel's emotions, have taught Seira many things about the strength of love, and the pain of loneliness. During the climax of chapter 30, watching Seira's determination to save Michel during the final battle, Coco even comments, "Sara... The little princess of your kingdom has already become a wonderful friend."

Coco - Mermaid Princess of the South Pacific Ocean and keeper of the yellow pearl. She is incarcerated by the sea monsters for most of the first season, so not much is known about her. In the manga, however, she is a friend of fellow Mermaid Princess Sara. Later, she found to be playful and gentle in the manga, yet brash and outspoken in the anime. Her idol form is Yellow Pearl Voice.

Coco

Coco is the princess of the South Pacific Ocean. Using her Yellow Pearl, she can transform into Yellow Pearl Voice. She can also assume a human form in order to move about on dry land.
Coco has already been captured by Gakuto by the time that the manga begins. She spends the majority of the first story arc asleep within Gakuto's castle.n the second story arc of the manga, Coco has a bit more "screentime," and more of a chance to display her normal, playful personality. It should be noted, however, that in the manga, Coco is a much more gentle person than her rather brash, outspoken anime counterpart. However, like in the anime, Coco still likes to have fun, hang around boys, and occassionally (albeit rarely) displays a sexy, sophisticated side of her personality.

Coco is a difficult character to understand, especially since she is only active at the very end of the manga. She seems to be a very kind, gentle person with a normally bright, sunny personality. She is often visually associated with yellow daisies. Coco is also very brave, however, and very loyal to her friends - loyal to a fault. And Coco's closest, dearest friend is none other than Sara. When Coco is awoken and freed from Gakuto's castle in chapter 14, she, for some indiscernible reason, decides instead to stay behind with Sara. Perhaps Coco did not want to leave Sara behind. Perhaps Coco had enough faith in the other mermaid princesses to believe that they would come back for her again, and when they did, then she would be able to do something for Sara. Who knows? Coco's motives for willingly staying behind as Gakuto's prisoner are certainly debatable. But when she is awoken again in chapter 19 and realizes that the castle around her is crumbling and that the final battle is occurring, Coco bravely and simply does what she must do. And it is Coco's love, and Coco's song, that ultimately starts Sara back on the path to her true self.

Coco also appears as a faceless, sketchy background figure in chapters 2, 3, and 8-10.

Coco does not appear as a mermaid princess. Yellow Pearl Voice only has one outfit in the manga, and has received no power-ups. However, her one and only idol outfit is indeed analogous with the "second" idol outfits of the other mermaid princesses; it has double-layered gloves, boots, and ruffles.

Seira ( Sera?) Voiced by: Eri Kitamura is a fictional character in the manga and anime series Mermaid Melody Pichi Pichi Pitch. She is the next Keeper of the Orange Pearl and Mermaid Princess of the Indian Ocean, following the death of Sara - the former Mermaid Princess.

Seira is introduced in the second story arc.

When the mermaid princesses meet Michel in a final confrontation, Seira's spirit is freed from Michel (in two different ways in the anime and the manga). Then Seira informs her fellow Mermaid Princesses about Michel's sad heart and persuades them into saving him together

In the manga, after everything is done, Seira settles down in Lucia's house.

While Miaka is trying to do this, she must contend with being dragged back to her own world and dealing with mundane things like exams as well!

Angel Sanctuary

This dark, gothic story features a young boy who is the reincarnation of a rebellious angel. As both heavenly and infernal forces move to shape his awakening powers for their own ends, Setsuna Mudo must come to terms with his own conflicting emotions and find out what it is that he is willing to protect and fight for. This anime is not really suited for younger viewers, as it involves very adult themes.

Princess Tutu

If the idea of the protagonist starting out as duck who wants to save her prince appeals to you, than check out Princess Tutu. Ahiru is a young girl at a ballet school who has a crush on the quiet male lead dancer, Mytho, but she's also a duck... and a magical superheroine! This occasionally surreal, always adorable anime is ideal for both younger viewers and those who can't resist good animation and wonderful storytelling.

Getting away from the supernatural, Here Is Greenwood is the tale of a young student at boarding school for the first time.
